A CALL TO ACTION

ALL FLORIDA SCHOOL ADMINISTRATORS 

This is our chance to have legislation passed that we have all been asking for. 

This packet contains the latest information that you need to take action. 

We all need to do the following: 

1. Contact the legislators that have filed our Bills, thank them and ask them what we can do to help them get their Bill passed.

2. Contact your local legislators, House and Senate, and ask them to support our Bills by co-sponsoring them.

3. Contact your local legislators that serve on those Committees and Councils that are going to review our Bills and ask them to try to get our bills calendared on those committees.

4. If you are going to Tallahassee for the FASA Legislative Days make sure you visit your legislators and talk to them personally about the status of our three Bills.
    

2006 FLORIDA LEGISLATIVE UPDATE #8 - March 4, 2006

The Florida Association of School Administrators (FASA), The Tampa Bay Area Coalition, and many other Florida Districts with Administrator Associations have all once again agreed on four legislative priorities for the 2006 Florida Legislative Session.  FASA has gotten the following Florida Representatives and Senators to step up to the plate and commit to sponsoring the following Bills: 

REEMPLOYMENT AFTER RETIREMENT BILLS

Senate Bill 102    

Has been filed by Senator Stephen Wise from Jacksonville.  Senator Wise can be reached at (904) 573-4900 or (866) 365-2124 or (850) 487-5027--wise.stephen.web@flsenate.gov.  This Bill has been co-sponsored by Senator James King from Jacksonville.  Senator King can be reached at (904) 727-3600 or (888) 861-9761 or (850) 487-5030--king.james.web@flsenaate.gov.

During the recent December Florida Special Session, Senate Bill 102, which gives administrators the Opportunity for re-employment one month after retiring or completing DROP was unanimously approved by the Senate Education Committee by a vote of 8-0.  This Bill has also been referred to three other committees: Government Oversight & Productivity; Ways & Means; and Rules.  We need to recognize and thank Senator Wise and Senator King for their leadership on this important issue.  We also need to ask them what we can do to help them move their Bills along the legislative process.

House Bill 389

A companion to Senate Bill 102 has also been filed by Representative Bill Proctor from St. Augustine.  Representative Proctor can be reached at (904) 823-2550 or (850) 488-2977-- bill.proctore@myfloridahouse.gov.  This Bill has been co-sponsored by Representative Bob Henriquez from Hillsborough.  Representative Henriquez can be reached at (813) 673-4673 or (850) 488-9460--bob.henriquez@myfloridahouse.gov.

This Bill has been assigned to three Committees:  Pre-K; Education Appropriation; and Education Council.  We also need to thank Representatives Proctor and Henriquez, and ask them how we can help.
 

HEALTH INSURANCE SUBSIDY BILLS

Senate Bill 442

Has been filed by Senator Alfred Lawson from Tallahassee.  Senator Lawson can be reached (850) 487-5086 or Lawson.alfred.web@flsenate.gov .  This Bill has been co-sponsored by:  Senators Nancy Argenziano from Crystal River/ Ocala, and Michael Bennett from Bradington.

If this Bill becomes law, retired administrators and all retirees eligible for FRS will have their Health Insurance Supplement increased from $5 to $7.

This Bill has already been approved by the Government & Productivity Committee by a unanimous vote of 5-0.  The Bill has only one other Committee to go through and that is the Ways & Means Committee.

House Bill 105

A companion to Senate Bill 442, has also been filed by Representative Bob Allen from Merritt Island and Orlando.  Representative Allen can be reached at (321) 449-5111 or (866) 770-9166 or (850)488-4669 or bob.allen@myfloridahouse.gov .  This Bill has also been co-sponsored by:  Loranne Ausley from Tallahassee; Mary Brandenburg from West Palm Beach; Curtis Richardson from Tallahassee; Bob Henriquez from Hillsborough; and Charlie Justice from St. Petersburg.

The Bill has been approved by a unanimous vote of 6-0 by the Government & Operations Committee.  The Bill has also been assigned to two other Committees, Fiscal Council and State Administrative Council.

EIGHT-YEAR DROP BILLS

Senate Bill 1064 would extend the DROP for Administrators an additional three years, the same as teachers.

This Bill has already been unanimously approved by a vote of 6-0 by the Education Committee.  The next step is the Government Oversight & Productivity Committee.  This Bill will also have to be approved by the Ways & Means Committee.

House Bill 659

A companion Bill to Senate Bill 1064, has also been file by Representative Rafael (Ralph) Arza from Hialeah.  Representative Arza can be reached (305) 827-2720 or (850) 488-1683 or Ralph.arza@myfloridahouse.gov.  At this time the Bill has NO co-sponsors.  The Bill has been assigned to three Committees: Government Operations; Fiscal council; and State Administrative Council.
 

GRADUATED RETIREMENT BILLS

Bills that would raise the annual multiplier for retirement benefits calculations from 1.6 to 2% have been drafted and presented to the following legislators for filing.  Bill numbers will be assigned if and when they are filed.
