PRIORITY LEGISLATION (February 16, 2010)

 

Dear HASA Members and interested parties:

The message below and the “Revised Graduation Standards” is the information that we have been asking FASA to provide us regarding Florida Legislative Actions on the five legislative priorities that we have identified.  What we have just received is exactly what we asked for and what we said we would use in contacting members of our local legislative delegations.

I just received a call from Juhan Mixon to inform me that both the Senate and House committees have approved the joint resolution to put the Class Size Amendment on the November Ballot.  The next step is to have the House and Senate pass the resolution by a three third majority.  Juhan said that this issue is on a fast track, and we all need to contact our legislators asking them to support final passage.  Support for this action is bipartisan, for both republicans and some democrats are in favor of “Right Sizing the Class Size”.  The Superintendents and the School Boards Association are supporting this Class Size initiative.

You will note that the Class Size Issue has three Senate Bills filed by Gaetz, Bennet, and Thrasher.  The Graduation Requirement issue has five Bills filed by Fresen, Bullard,  and Gelber.  The other three priorities do not seem to be getting any traction so far.

Regarding class size: The Senate is supposed to move the Class Size bill first and send it to the House where it should pass without problems. 

The first committee will meet on it in the Senate today. Senate Education is expected to pass it out. The bill has seventeen co-sponsors. Here is a list of Senators who are NOT co-sponsors that you should contact from Cental and South Florida Region Associations.

So far, I believe two Democratic Senators have co-sponsored; Senator Ring from Broward and Senator Siplin from Orange/Osceola. 

In the House contact every Democratic House member. I have not heard directly from her but I’m told the CFO Alex Sink is in support. It would be good to contract her office to ensure and ask for her support. Members can leave a message with her staff. It is especially important that she hear from Hillsborough Administrators asking for her support.  

Attached is an analysis of all the priority issues. However, class size and standards/assessment bill (HB61) by Rep. Fresen are the two issues that are moving. Rep. Legg from Pasco County needs to be contacted by the Pasco folk and asked to give districts more time (like 2-3 years) to implement Alg. II, Geometry and Chemistry and end of course exams (EOC). Every House member in your districts needs to be contacted regarding this.  

These two issues, class size and standards and assessment are the two biggest issues we are working.
